Portugal’s Golden Visa Didn’t Go Away… It Only Evolved


When Law 56/2023 eliminated residential real estate investment as a way to access the program, many people declared its end. Political narratives with strong emotional appeal pointed the finger at the program as responsible for the housing crisis, even though the data contradicted this reasoning… Transactions involving the Golden Visa represented a very small portion of the Portuguese real estate market. But, as the Portuguese say, it is what it is.


What remained after this change was, curiously, something more solid.


The program lost its speculative component and gained focus. Those who look to Portugal today as a life and business project find a more mature, more demanding, and therefore more valuable ARI (Golden Visa) program. There are four pathways in effect in 2026, and each one points to a genuine investment, with real returns and alignment with the development priorities of the Portuguese economy.


The most sought-after route is through Alternative Investment Funds, with a minimum investment of €500,000 in funds regulated by the CMVM (Portuguese Securities Market Commission), a maturity of at least five years, and at least 60% invested in Portuguese companies. Projected returns range from 8% to 20% per year. This is the natural choice for those who want Portugal without the operational complexity of managing a physical asset. The other three routes involve Scientific Research, Cultural and Heritage Support (starting at €250,000, the lowest value in the program), and Job and Business Creation, which requires the establishment of a Portuguese company with at least ten jobs created, or eight in low-density areas.


The profile of investors has also changed. China historically dominated the program, accounting for more than 40% of the total accumulated since 2012. But in 2024, it was US citizens who led the new applications approved for the first time. The American investor of 2026 is not the real estate speculator of 2015. It is a mid-career professional, often linked to the technology or financial sector, who sees Portugal as a European anchor in a world of increasing geopolitical unpredictability. Brazil maintains its historical second position, with approximately 1,200 accumulated visas, and the growth trend is structural… Language, culture, and historical ties make the choice almost inevitable for the most qualified Brazilian capital.


A Market to Invest and Grow


Portugal is not just a place to live. It is a business platform with fundamentals that few European countries can present with the same coherence at this moment.


The country has over 5,000 active startups, investments in the sector grew by 55% in 2024 compared to the previous year, and an ecosystem that is consistently attracting international attention. Porto was ranked by Startup Genome as the European city with the highest growth in venture capital funding in 2025, with a 51% increase compared to the previous year. Lisbon and Porto are no longer just beautiful cities with good weather. They are cities where technology is built, talent is attracted, and deals are closed with Europe.


The tax environment follows this trajectory. Corporate income tax was reduced to 20% in 2025 and a further decrease to 19% is planned for 2026, placing Portugal among the most competitive jurisdictions in Southern Europe. There are double taxation agreements with more than 70 countries, direct access to European funds such as Horizon Europe and the Recovery and Resilience Plan (PRR), and specific tax incentives for companies in strategic sectors. For those structuring operations with a medium to long-term vision, this set of conditions has real weight in the decision.


Foreign Direct Investment stock reached €208 billion in 2025, equivalent to 71% of the national GDP. This is not a number for a peripheral country waiting to be discovered. It is a portrait of an economy that has already been discovered by those who know how to analyze markets in advance.



The sectors with the greatest growth potential are identifiable and accessible. Technology and artificial intelligence position Portugal as an emerging European hub, with an ecosystem still in its initial phase and highly receptive to foreign capital. The technical talent exists, costs are competitive compared to London or Berlin, and the quality of life retains people. In green energy, Portugal already exports more than it consumes at certain times of the year and has a declared ambition to become a large-scale exporter of green hydrogen. Renewable energies account for 75% of the national electricity matrix, which puts the country in an unusual position to attract large-scale projects with an ESG mandate. Health and biotech complete the picture with still very attractive valuations and established scientific capacity in universities.


The interior of the state deserves special attention for those considering starting a business or creating jobs. Évora, Viseu, Covilhã, and Guarda are deliberately building innovation ecosystems supported by universities with a strong scientific vocation. For those investing in these regions through the ARI job creation pathway, the benefits are direct… Fewer jobs required, more support available, and still very attractive asset valuations. It is a real opportunity frontier that most international investors have not yet mapped.


Funds eligible for ARI channel capital precisely to these sectors. Investing in a qualified fund is not just fulfilling a bureaucratic requirement. It is taking an active position in a market that is growing consistently and has the structural support to sustain this growth in the coming years.


What Portugal Offers Beyond the Numbers


And then there's what no spreadsheet can fully capture.


After five years of legal residency the holder of an ARI (Authorization for Residence for Investment) is entitled to apply for permanent residency which is valid for 10 years. After a total of 10 years of legal residency (new policy proposal under review) and passing the A2 Portuguese language exam, the holder of an ARI (Authorization for Residence for Investment) is entitled to apply for naturalization. A passport with visa-free entry to over 170 countries, free movement within the 27 member states of the European Union, and access to the world's largest single market, with over 450 million consumers. Portugal recognizes dual nationality without requiring renunciation. For families with children, the value is trans-generational… Public education, access to the National Health Service, European Health Insurance Card, and entry to the best European universities at fees incomparably lower than those in the United Kingdom or the United States.


Portugal ranks 7th in the Global Peace Index and is the 5th safest country in Europe. Lisbon was elected the second most desirable luxury destination for 2025. The country ranked 7th in the World Index of Best Quality of Life for Expatriates. More than 3,000 hours of sunshine a year, 850 km of Atlantic coastline, a universal healthcare system, and a culture that welcomes foreigners with a genuine openness that few countries can replicate. The cost of living in Lisbon is still significantly lower than in London, Paris, Amsterdam, or Zurich, with a comparable or higher standard of living in many dimensions.


There is room for investment… There is a consumer market... There is talent... There is quality of life... There is Europe!


The question is not whether Portugal is still worth the investment. The question is how long the window of opportunity remains under current conditions. Those who know the program and know the market know the answer.
